To ensure the smooth operations of 15th National Games and the National Para Games & Special Olympics, and to maintain safe and orderly road traffic during the event period,temporary traffic management measures will be in effect. Please be advised of the key points below.
Ⅰ. Effective periods
Phase 1 - the 15th National Games
Dates: November 6 – November 20, 2025
Daily Restriction Hours: 7:30 a.m. to 7:30 p.m.
Opening Ceremony (November 9): Restrictions are extended until 12:00 a.m. midnight.
Phase 2 - the Para Games & Special Olympics
Dates: December 5 – December 14, 2025
Daily Restriction Hours: 7:30 a.m. to 7:30 p.m.
Opening Ceremony (December 8): Restrictions are extended until 12:00 midnight.
Ⅱ. Vehicle Restriction Rules
◆ Guangzhou License Plates (粤A)
The "Odd-Even" license plate rule is in effect. Driving is permitted only on specific days based on the last digit of your license plate.
On Odd-numbered calendar dates (e.g., 7, 9, 21), only vehicles with license plates ending in an odd number (1, 3, 5, 7, 9) are permitted to operate.
On Even-numbered calendar dates (e.g., 6, 8, 10), only vehicles with license plates ending in an even number (0, 2, 4, 6, 8) are permitted to operate.
◆ Non-Guangzhou License Plates (All other provincial plates)
All non-Guangzhou registered small passenger vehicles are prohibited from operating within the restricted zones during the specified hours for both Phase 1 and Phase 2.
Ⅲ. Permissible Driving Dates for Guangzhou (粤A) Vehicles
◆ During the 15th National Games (November 6-20)
Odd Plate Driving Days: November 7, 9, 11, 13, 15, 17, 19
Even Plate Driving Days: November 6, 8, 10, 12, 14, 16, 18, 20
◆ During the Para Games & Special Olympics (December 5-14)
Odd Plate Driving Days: December 5, 7, 9, 11, 13
Even Plate Driving Days: December 6, 8, 10, 12, 14
Ⅳ. Compliance Grace Period
A grace period is in effect for the first three days of each phase (Nov. 6-8 & Dec. 5-7), during which a first-time violation will result in a warning without a fine.
Ⅴ. Additional Information
ⅰ. Restricted Area
The rules apply within a large area of central Guangzhou. The specific zone is slightly smaller during the Para Games. Please refer to the Appendix below.
ⅱ. Exempt Vehicles
Include public transport, emergency vehicles, and those with special event permits.
ⅲ. In Case of Emergency
You may appeal to the traffic management department with valid reasons and evidence.
Recommended Actions:
◆ For drivers of Guangzhou (粤A) vehicles
Verify the calendar date and the last digit of your license plate each day before driving.
◆ For drivers of non-Guangzhou vehicles
Please be advised that you are prohibited from driving within the central urban area during the entire restriction period. Utilize public transportation options such as the metro, public buses, taxis, or ride-hailing services.
