广州市新型冠状病毒肺炎疫情防控指挥部关于第130届中国进出口商品交易会疫情防控实施提档升级措施的通告（第26号）
第130届中国进出口商品交易会（以下统称广交会）将于10月在广州举行，为确保本届广交会顺利举办，决定从即日起至10月20日实施以下新冠疫情防控提档升级措施：
一、加强入境人员健康管理。强化入境人员闭环管理，点对点无缝衔接。即日起至10月20日期间，对所有从国外入境人员（目的地为广州市的）隔离政策由“集中隔离14天+居家隔离7天”调整为一律实施“集中隔离21天”，核酸采样检测频率调整为1、2、3、7、14、17、19、21天；建立快速转运机制，入境人员在外市集中隔离期满14天后返穗的，一律闭环转运至酒店集中隔离7天。
从10月21日起恢复原入境人员隔离政策，至10月20日在我市集中隔离已满14天、未满21天，或在外市集中隔离14天后返穗集中隔离未满7天，且具备居家隔离条件的，可转为居家隔离，居家隔离至入境后21天。
二、强化来（返）穗人员管控。对有中高风险地区旅居史的来（返）穗人员实施“集中隔离14天”（时间从离开所在地级市开始计算），在1、4、7、10、14天开展核酸检测，第14天双采双检。
对有中高风险所在区（县）旅居史的来（返）穗人员实施“居家隔离14天”（时间从离开所在地级市开始计算），在1、4、7、14天开展核酸检测，第14天双采双检。
对有本土阳性个案地级市旅居史的来（返）穗人员实施赋黄码，“三天两检”（间隔24小时）和14天居家健康监测（时间从离开本土阳性个案地级市开始计算），在第7天、第14天分别做一次核酸检测。
对国内有疫情发生的外省来穗人员，在落实“四个一”（发一份健康告知书、开展一次健康问询、查验一次健康码、开展一次核酸检测）基础上，增加14天自我健康监测。
加大交通站点疫情防控力度，若国内其他城市出现本土疫情，经评估存在外溢风险，实施“两站一场”核酸检测措施。
三、提高酒店、公寓防控标准。做好个人防护，出现新冠十大症状之一的人员不得从事接待服务。落实住宿场所人员日常健康状况监测，严格实行体温检测、查验健康码及通信大数据行程卡管理，实施每日发热人员“零报告”制度。
四、严守机场境外疫情输入关口。严格落实航站楼分区管理硬隔离措施，入境人员从“机舱门”到“集中隔离酒店门”点对点转运落实到位，加强入境航班垃圾收运、贮放、转运、无害化处理检查，增加入境货物采样检测与预防性消毒频次，特别是机组、地勤保洁等要督导检查到位。
五、加强封闭半封闭场所防控。做好公共区域清洁、通风、消毒，入口处安排专人负责健康码查验、入场扫通行码、测温及提醒佩戴口罩，配备必要的防疫物资。
加强全市麻将馆、电影院、游艺厅、网吧和体育馆、超市、游泳场等人员聚集封闭和半封闭场所的疫情防控工作，以上场所务必严格落实人员扫码测温、人流管控、场所清洁通风消毒、工作人员健康管理等防控措施。
六、强化公共交通管理。全市地铁、公交、出租车、网约车、展会专用车辆等公共交通工具，对搭乘人员做到健康码必验、体温必测、口罩必戴。增加公共交通工具、交通站场的清洁消毒频次，每日2次以上。
网约车、出租车司机每日做好体温监测。有发热等呼吸道症状的司机必须立即停止工作并开展新冠病毒核酸排查。工作期间全程佩戴口罩，做好个人健康防护。
七、控制展馆内人流数量。严格控制广交会展馆人流和人员密度，通过分时、错峰、预约、限流等措施控制展区、展馆、展台内的瞬时人流数量，场馆内瞬时人流不得超过场馆最大承载量的50%。
在场馆临时核酸检测点进行核酸采样时，应避免聚集。所有参展参会人员做好每日健康监测、每次进馆要查验48小时核酸阴性凭证。

Notice on Tightening COVID-19 Control and Prevention Measures for The 130th China Import and Export Fair
The 130th China Import and Export Fair (hereinafter referred to as the Canton Fair) will be held in Guangzhou in October. To ensure the success of the Canton Fair, it is decided that the following upgraded COVID-19 prevention and control measures will be in place from now to October 20:
1. Strengthen the health management of inbound travelers.We will strengthen the closed-loop management of inbound travelers to ensure point-to-point transport.From now until October 20, the quarantine policy for all inbound travelers (whose destination is Guangzhou)will be adjusted from "centralized quarantine for 14 days + home quarantine for 7 days" to"centralized quarantine for 21 days". Nucleic acid tests will be conducted on the 1st, 2nd, 3rd, 7th, 14th, 17th, 19th, 21st days upon arrival; a rapid transfer mechanism will be established so that all inbound travelers to Guangzhou after completing centralized quarantine in other cities for 14 days will be transferred to the hotel for another 7-day-qurantine in a closed loop.
The original quarantine policy for inbound travelers will be restored from October 21.By October 20th, if inbound travelers have completed the centralized quarantine for 14 days but less than 21 days in Guangzhou, or after completing 14 days of centralized quarantine in other cities but less than 7 days of centralized quarantine in Guangzhou, and have met the conditions of home quarantine, can be transferred to home quarantine, which will last until 21 days after entry.
2. Strengthen the management and control of personnel coming (returning) to Guangzhou.We will implement “centralized quarantine for 14 days” for people who have traveled (returned) to Guangzhou from medium- and high-risk areas (the date is calculated from the day leaving the prefecture-level city). Nucleic acid tests will be carried out on the 1st, 4th, 7th, 10th, and 14th day. Double sampling and double check will be imposed on the 14th day.
We will implement"home quarantine for 14 days"for people who have traveled (returned) to Guangzhou from districts (counties) with medium and high risk areas(the date is calculated from the day leaving the prefecture-level city), and carry out nucleic acid testing on 1st, 4th, 7th, and 14th days. Double sampling and double check will be imposed on the 14th day.
Yellow codes will be assigned to people who have lived in (traveled to) prefecture-level cities with local COVID-19 cases. They will undergo "two tests in three days" (24 hours apart) and 14-day home health monitoring (the date is calculated from the day leaving the prefecture-level city with individual COVID-19 cases), and take a nucleic acid test on the 7th day and the 14th day.
For personnel from other provinces with individual COVID-19 cases, in addition to the implementation of the "four ones" (issuing a health notice, conducting a health inquiry, checking a health code, and conducting a nucleic acid test), an additional 14 days of self-health monitoring will be implemented.
Intensify the prevention and control at transport stations. If any new local outbreaks occur in China, and there is risk for spreading to Guangzhou, then nucleic acid testing will be conducted at railway stations, bus stations and airports.
3. Improve the prevention and control standards of hotels and apartments.Take personal protection. Personnel who have one of the ten major symptoms of the COVID-19 should not engage in any services. Monitor health of guests daily, take their temperatures, check the health codes and big data itinerary cards to ensure daily "zero report" for fevers.
4. Tighten airport control to guard against inbound cases.Hard isolation measures for the terminals: we will implement point-to-point transfer of inbound travelers from the "aircraft cabin door" to the "centralized quarantine hotel door", ensure the collection and transportation, storage, transfer, and harmless treatment of garbage on inbound flights, and increase the frequency of inbound cargo sampling and inspection and disinfection. In particular, the cabin crew and, ground staff and cleaning staff should be checked.
5.Strengthen the prevention and control of enclosed and semi-enclosed places.Clean, ventilate, and disinfect public areas. A dedicated person should be at the entrance to check the health code, scan the pass code, take temperature and remind visitors to wear masks. Epidemic prevention materials should be available.
We will strengthen the prevention and control in enclosed and semi-enclosed places such as mahjong halls, movie theaters, amusement halls, Internet cafes, stadiums, supermarkets, swimming pools where people tend to gather. The above places must strictly implement code scanning and temperature measurement, crowd control, and ensure cleaning, ventilation and disinfection. Staff health should be monitored.
6.Strengthen public transport management.Passengers must take temperature, display health code and wear masks when taking subways, buses, taxis, online car-hailing services, or special vehicles for exhibitions.We will increase the frequency of cleaning and disinfection of public transportation stations to more than twice a day.
Online ride-hailing and taxi drivers should monitor their body temperature every day. Drivers with respiratory symptoms such as fever must stop work immediately and carry out a nucleic acid test. Driver must wear masks throughout the work period to ensure personal health protection.
7. Control the number of visitors in the exhibition hall.We will strictly control the flow of people and the density of people in the Canton Fair exhibition halls, control the instantaneous flow of people in the exhibition area, exhibition hall, and booth through peak shifting, visit -by-appointment, and placing maximum limit. The instantaneous flow of people in the venue shall not exceed 50% of the maximum capacity of the venue.
Avoid gathering when conducting nucleic acid sampling at the temporary testing site of the venue. All exhibitors should monitor health daily and display the nucleic acid negative result issued within 48 hours each time they enter the exhibition hall.
